Elin Shepard,  President

Elin Shepard started a position at PECI as an Outreach Manager for Energy Trust of Oregon’s New Buildings Program in August 2010. Elin works with design teams to identify opportunities for incentives on energy conservation measures in government and school projects. She enjoys helping the public sector leverage Energy Trust incentives for projects and save money on the operational costs for the buildings. Elin left the State of Oregon, Department of Administrative Services, where she had worked for the past 15 years - most recently as the Sustainability Coordinator. While in the role at DAS, she led the charge to infuse a culture of sustainability in state government operations through legislation, statewide policy, and coordination of all government sectors – avoiding nearly $5 million in utilities costs, efficiencies, and grants over the past decade. During her personal time, you’ll find Elin, her husband, and five-year-old son camping around Oregon. She also enjoys visiting Oregon’s amazing wineries and trying to keep up her French.

Kellee Jackson, Vice President


Kellee has been an active member in Oregon APEM since 2008. She has worked in the fields of sustainability, real estate, economic development, and business advocacy for almost ten years focusing her energy on implementing initiatives that foster community health, ecological sustainability, and economic self-reliance. This past year, she journeyed to Sweden to complete a M.S. in Strategic Leadership towards Sustainability at Blekinge Institute of Technology. Her research involved identifying strategic methods in community engagement to assist regions in planning towards sustainability.
Kellee’s professional experience includes project/program management, consulting, research, policy analysis, marketing and outreach for a range of organizations. Within the sustainability arena, Kellee has experience in LEED project management, triple bottom line metrics, sustainability planning and marketing.  She worked with Gerding Edlen Development, an internationally recognized development firm, where she managed nearly two dozen projects through LEED certification across a nearly $5 billion real estate portfolio. Kellee also worked in economic development for the Portland Business Alliance, where she served as a liaison between the business community, government and community organizations on a variety of urban issues.  Most recently, she joined Portland State University, where she works to ensure environmental sustainability is incorporated into campus operations and services.
Kellee passionately believes it is through our shared work, networks, and relationships that bring our best ideas forward and offer potential for transformative action toward a sustainable future.

Colleen Collins, Secretary


Colleen Collins is senior at the Oregon Institute of Technology in Portland OR. She is studying Renewable Energy Engineering with a focus on energy conservation and efficiency.  Previously she earned a Bachelor of Architecture from the University of Oregon. She currently works at Advantage IQ as an Engineer Associate.








SaraHope Smith, Treasurer

SaraHope Smith has been  serving as the Oregon APEM treasurer since January 2010.  She was recently developing and managing a new Resource Conservation Management program Educational Service District 112 in Vancouver, WA.  She provided services to school districts throughout Southwest Washington. SaraHope enjoys working with the companies and school districts to develop a culture of conservation and save money.
SaraHope has an Applied Science degree in Energy Management from the Northwest Energy Education Institute.  Previously, she has helped people shifting cultures in a variety of settings from internet banking to being a biodiesel pioneer. SaraHope served a limited duration position at the Oregon Department of Energy, completing two Federal grants on Energy Star’s portfolio Manager and Green Building technology. She also worked closely with the schools team and the Business Energy Tax Credit (BETC) team.  After her departure there she teamed up with the PPRM – Partners for Public Resource Management in the Salem, Marion county area developing both and RCM program and a unique approach to facility management.  During her personal time, you’re likely to find her happily bicycling to concerts and movies in the park or seeking out river and ocean adventures.


Don Holland

Don graduated from CalPoly Pomona in 1993 as a Mechanical Engineer specializing in Energy Systems.  He has worked in both the private and  public sector.  Some of the positions that he has held through his career include logger, forestry technician, maintenance electrician, field engineer, product development engineer, energy analyst, and project manager.  Don served on the Oregon APEM Board of Directors as the 2011 President and his day job is the Associate Director of Facilities at Linfield College.  








Will Miller

Will Miller has been directly involved in the energy efficiency industry for 34 years. He has been a leader in program design, implementation and management throughout those years. His experience ranges from developing the first commercial and industrial utility program at Seattle City Light, being the first technical director of PECI during the 1980s,  to creating a training program for  resource conservation management. For the last eight years he has served as technical manager and now advisor to the Existing Buildings Program, Energy Trust of Oregon. This activity includes developing new approaches to finding additional energy efficiency in commercial and institutional buildings within the Energy Trust territory.





David Christie

David Christie has been in the field of energy management 30 years has a BS in Physics from Southern Oregon University.  He is currently working at McMinnville Water & Light, where he has been for the last 18 years, in residential energy management.
He is a long time member of Oregon APEM, having been on the Board for 12 years including serving as President in 2009.
His non-conservation interests are church, Pattie and 2 grandchildren (Cypress and Mason), home improvement projects, landscaping, touring and hiking the Gorge, tennis and taking care of his 3 dogs, Chloe (a hyper-active/escape artist Jack Russell Terrier), Jimmie (a Chihuahua with an attitude), and his girl friend, a fixed 70 pound beautiful black lab.



Dave Cone

Dave has worked for the Evergreen School District for the past 3 years as their Resource Conservation Manager.  Prior to that he worked for the Gresham-Barlow School District for 10 years as their Assistant Facilities Director.  Dave’s work in energy management began in 1999 as an adjunct to his work with Gresham-Barlow.  His work has been recognized several times by the EPA’s Energy Star Partner of the Year program, both with Gresham-Barlow and Evergreen. He received his CEM designation in 2010.  Dave has been affiliated with the Oregon Association of Professional Energy Managers for over ten years, serving on it’s board for the past eight years, and serving as its president in 2007.
Dave and his wife of 30+ years live in Gresham, OR.





Jeff Hamman

Jeff Hamman is currently the Building Operations and Energy Program Manager for Portland Public Schools.  Jeff manages the energy program for Oregon largest school district.  As part of his role, Jeff serves as a project manager, technical specialist, and active collaborator, working with and providing data to both internal and external stakeholders to track consumption of energy and other resources and to help the district become more efficient in the use of these resources. He manages and monitors their $11 million annual utility budget,  85 schools, and over 9.2 million square feet.  The energy program at Portland Public schools has effectively been able to avoid over $2.0 million dollars in utility cost from a 2008 fiscal year baseline.
Jeff grew up in Bowling Green, Ohio, and moved to Oregon in 2001. He earned his Associates of Business degree from Owens Community College in Ohio and his bachelor’s degree in Renewable Energy Engineering from the Oregon Institute of Technology. Before joining PPS, Jeff was an energy analyst for the Beaverton School District, and worked in the Electric Vehicle program at Portland General Electric.  Jeff enjoys spending free time with his wife and two young children, working in the garden, and enjoying a craft brew.

Lauren Donley

Lauren Donley is an Energy Engineer at Abacus Resource Management Company. She graduated in 2011 as an Energy Management Technician from the Northwest Energy Education Institute at Lane Community College and is a University of Oregon alum with a Bachelor of Arts in Political Science and Environmental Studies.  Lauren loves that challenge of deciphering how buildings work and is passionate about helping reduce energy use and cut costs for businesses and schools. Lauren is the acting student board member representing LCC and enjoys playing soccer, painting and spending time with friends.






Mike Bailey

Mike Bailey, P.E., CEM, Director of Engineering Services
Mike Bailey leads Ecova Engineering Services team which provides engineering and analytical services to Ecova utility and business clients, supporting their efficiency and resource management programs.  Mike has almost 20 years of engineering and project management experience in a wide range of industries. A licensed mechanical Professional Engineer in Oregon and California, Mike has extensive experience with the design and operation of facility systems. Mike brings a strong background in financial analysis and business management to his position at Ecova, with an MBA from Babson College and previous work for Intel as a Finance Manager responsible for over $1 Billion in annual capital purchases.  In addition to his activities at Ecova, Mike serves as a voting member of the Northwest Regional Technical Forum (RTF) the technical advisory committee to the Northwest Power Council. 
Mike lives in Hillsboro, Oregon and has two children a son 8 and a daughter who is almost 4.  Mike enjoys travel, camping, reading and spending time with family.


Rich Davis

Rich Davis works at ARMCO (Abacus Resource Management Company) as a Senior Energy Engineer. Rich primarily works with existing buildings to identify opportunities to save energy, obtain utility incentives, State Tax Credits and Federal Tax Deductions. He enjoys investigating complex mechanical systems to uncover pre-existing conditions and issues that often lead to both occupant discomfort and energy waste. Rich specializes in indoor aquatic centers, museums and grocery stores, as well as traditional office buildings, K-12 schools and universities. He has been employed in the energy conservation field since 1990, working primarily as an energy engineer though also working as a project manager to implement energy conservation projects. When not working Rich enjoys reading, gardening, camping and exploring the outdoors.

Michelle Missfeldt

Michelle has over 20 years experience in the electric utility industry working in both the private and public sectors. She spent 14 years at Portland General Electric and is currently a Key Accounts Manager at Clark Public Utilities. Her key account responsibility includes City Vancouver, Clark County and major school districts. Michelle has held a variety of positions including service and design consultant, program coordinator, energy efficiency and Major Accounts Representative. She enjoys assisting large commercial accounts, leading the utilities’ renewable power program and the delivery of renewable education programs in Clark County school districts. She loves to make a difference in her community and industry as a graduate of both the Vancouver Fire and Police Citizens certification and the Leadership Clark County program.  She is also a long term Board of Director’s President for the Vancouver Police Activities league and an active Rotary member.





Garrett Harris


Garrett has spent over 11 years working at public and investor-owned utilities in the field of energy efficiency, including over 6 years at the City of Forest Grove where he developed and administered energy efficiency programs and the past 5 years at Portland General Electric. He has held a wide variety of roles at PGE in residential, commercial, and industrial sectors. Currently, Garrett  works  with commercial customers  to facilitate their participation in Energy Trust programs. Garrett holds a BS in Management from Linfield College and an Energy Management degree from Lane Community College.

 






Matthew Schroeder

Matthew Schroeder is a Commercial Energy Management Intern at Eugene Water & Electric Board in Eugene, Oregon. In September of 2011 he graduated the Energy Management Technician Program with the Northwest Energy Education Institute at Lane Community College. He is continuing his education at Lane Community College and with NEEI and is currently pursuing a degree in the Resource Conservation Management Program.
Matthew enjoys learning all aspects of reducing energy use in every project he is involved in, especially when he has the opportunity to work directly in the field. Matthew is the acting Student Board Member of APEM, representing Lane Community College. He enjoys traveling, tinkering with projects around the home and spending time with his family.
