What Is Oregon APEM?
The Oregon Association of Professional Energy Managers was founded in 1982 as a partnership of business, government and utilities. Oregon APEM seeks to advance the understanding and practice of efficient energy use through forums, newsletters, facility tours, and face-to-face dialogue. Oregon APEM provides a forum for energy and resource management professionals in Oregon and Southwest Washington to share information and to grow professionally. In 2006 Oregon APEM incorporated as a 501(c)(3) non-profit organization.
Oregon APEM members have a variety of job titles and come from a broad diversity of backgrounds. This diversity enlarges the scope of professional level information disseminated among the members. Oregon APEM members and their communities benefit from informed input into the design of utility programs, government legislation, and efficient business operations.

Is Your HVAC Out of Control?
Making Sense of DDC Retrofits and Upgrades
Event Details
The Oregon APEM Spring Forum will bring our focus to a topic many of us in the energy management field struggle with, Building Management Systems and HVAC Controls Retrofits. Avoid the pitfalls, learn to speak “controllese”. Get your money's worth and learn where to look for the energy savings. The forum will be held on Friday March 16th from 8:00AM-3:00PM at NW Natural, 220 NW 2nd Avenue Portland, Oregon. Topics covered will help you get the most bang for your buck when you upgrade your HVAC Controls and give you tips on troubleshooting and commissioning of your controls.
Presentations will include an introduction to HVAC controls, what to ask for when you upgrade your controls and why, control strategies that work, using the graphics to troubleshoot comfort complaints and high energy use, and of course the Forum will include a case study. The topic for case study and panel discussion will be the recent (and award winning) HVAC controls retrofit and upgrade at the Portland Art Museum; the panel will include the controls contractor, the facility manager, and the ESCO overseeing the project. Expect them to cover what worked and where they think you could do better on your future projects.
We will also have a speaker directly from ODOE to give us a timely update on the new tax credits currently being rolled out this spring for commercial projects in Oregon. We will also have a speaker representing the ETO to discuss opportunities for incentives for upgrading control systems.
We have also invited a number of local Controls suppliers and contractors to set up vendor tables, and they will be there to show you the capabilities of their products. Confirmed presenters include Reid Hart (PECI), Bruce Dobbs (NW Natural), Mark Kinzer and Scott Hanken (Abacus Resource Management Company), Jack Bickford (Northwest Controls Company) and Sean Henry (ODOE).

The Oregon APEM Board’s annual retreat was held on a beautiful, sunny day in mid-January. Board members gathered at the 4-H center outside of Salem, Oregon. The retreat is when the board elects new officers, assigns committee teams, and creates the framework for the forums and events occurring during the upcoming year. This year there are eight returning professional board members, two student board members transitioning to professional board members, three new professional board members, and one new student board member. All were all excited and ready to get to work.
Don Holland, the 2011 President, kicked off the morning by recapping accomplishments and lessons learned during the past year. The next task was to elect officers to serve in 2012. Your 2012 Oregon APEM Officers are:

President: Elin Shepard Elin has been involved in Oregon APEM for several years including serving on the Board for multiple terms. She is looking forward to helping Oregon APEM reach even greater heights in 2012.

Vice President: Kellee Jackson Kellee recently returned from completing a Masters program in Sweden and has previously served on the Board as the President. She is happy to be back and to begin helping coordinate forums, one of the roles of the Vice President.
Secretary: Colleen Collins Colleen has been a student board member for several years and is transitioning to a professional board member this year. She also served as Secretary last year and is pleased to have the opportunity to continue in this position.
Treasurer: SaraHope Smith SaraHope has been on the Board for about five years. This will be SaraHope’s third year as Treasurer. She is interested in further developing the financial reporting system.
After officer elections committee leads and teams were formed. Board committees include Newsletter, Outreach/Marketing, Awards, Financial, Website, and Catering & Venue. The committees are one of the core functions of the board, which allow quality content to be provided to Oregon APEM members. The second, although no less important, core function of the board is to plan and organize high quality forums that are relevant to members. The afternoon focused on planning the upcoming 2012 forums. A lively discussion about potential forum topics initiated the forum planning for 2012. Board members suggested different topics and discussed the relevance and applicability of the topics in relation to members being able to immediately use the information provided during forum presentations. Topics for 2012 (and Spring of 2013) include:
Spring 2012: Controls
- Summer 2012: Lighting
- Fall 2012: True Cost of Low Cost/No Cost
- Winter 2012: Heat Recovery
- Spring 2013: Chillers and Chiller Systems
Of course these forum topics are general for the moment and subject to change.
The retreat was a great success. The foundation for 2012 has been laid. New and returning board members are energized and ready to follow through and make 2012 a great year for members and Oregon APEM.

Applications for the Student Project of the Year Award are now available. This award is Oregon APEM’s way of honoring students who are doing extraordinary academic work in the field of Energy Management. All winners will be given the opportunity to present their projects during the summer forum where the awards will be presented.
Up to three awards will be given this year, one for each of the following categories:
- School/Class: Projects done as part of a class or for college credit.
- Internship: Projects a student participated on while interning in the Energy industry.
- Independent: Energy projects not receiving college credit (i.e. hobbies, club projects)
All Oregon APEM student members are eligible.
Individual or group projects are welcome.
Projects need to have been completed within the last three years.
Students - this is a wonderful opportunity for you to be recognized for all your hard work as well as to gain exposure in the professional world. Please fill out an application and send it to board@oregonapem.com with any required supplemental documentation attached.

Opportunity!
The Oregon Department of Energy has released an application for and information about tax credits for small energy conservation projects. Under the new Conservation Energy Incentive Program, Small Premium Projects must have qualified costs of less than $20,000 and meet certain requirements. Approximately $1.7 million in tax credits are available for these projects on a first-come, first-serve basis. The maximum tax credit per project is $7,000. The filing deadline is Dec. 31, 2012. The application, along with other information in this opportunity announcement, can be found on the ODOE website at: http://www.oregon.gov/ENERGY/BUSINESS/Incentives/SPP-OA.shtml. There is a $60 application fee.
